Operation of the Portuguese Contingency Heatwaves Plan

Evidence that elevated temperatures can lead to increased mortality and morbidity is well documented, with population vulnerability being location specific. The elderly are particular vulnerable to extreme heat stress. Being part of the Iberian Peninsula, Portugal has a mild Mediterranean climate. Climate change projections indicate that the number of days with extreme heat in Portugal will increase with urban areas being more sensitive.

Heatwave plan for England

In 2003, a 10 day heatwave period caused over 2,000 excess deaths (compared to the same dates in the previous five years) in UK. As a response, the heatwave plan for England was first issued in 2014 and has since undergone annual updates (last update in May 2016 has not introduced changes to 2015 version that therefore it is the one still valid). The plan intends to protect the population from heat-related harm to health. It aims to prepare for, alert people to, and prevent, the major avoidable effects on health during periods of severe heat.

The Watermachine: multifunctional area for flood protection and improved water quality - Kristalbad, Enschede

Kristalbad is an area of about 40 hectares located in the east of the Netherlands between the cities of Enschede (160.000 inhabitants) and Hengelo (81.000 inhabitants). This is one of the last remaining green areas between these two cities, playing a role for ecosystem-based adaptation to cope with potential climate change related impacts.

Flood protection in the Upper Vistula river basin: grey and green measures implemented in the Sandomierz area

The Vistula River is a 1,046 km long river which springs in southern Poland and ends in the Baltic Sea. The Upper Vistula extends over the three Polish provinces of Małopolskie, Podkarpackie and Swietokrzyskie. The Upper Vistula region covers an area of 43,000 km2, including the cities of Krakow, Tarnow, Kielce, Nowy Sacz, Rzeszow, Przemysl and Krosno. The area is also known for its extraordinary natural values. The region is prone to flood risk both in winter and in summer.

Temporary flood water storage in agricultural areas in the Middle Tisza river basin - Hungary

The increasing exposure to floods is a consequence of the river regulation and land reclamation works that shaped the landscape in the Tisza River floodplain. During the last 150 years an extensive flood defence and water management infrastructure has been constructed. Climate and land use change in the basin are increasing the frequency and magnitude of floods. The Hungarian Government has been pursuing a new flood defence strategy for the Tisza based on temporary reservoirs where peak flood-water can be released.

The Netherlands is a country with a long history of mitigating flood damage and adapting to flood risk. With 60% of the country below sea level, the development and implementation of flood resilient infrastructure has become an important part of the Dutch culture. The flood threat in the Netherlands is not only related to rising sea-levels. Rivers also pose a risk of flooding. This risk is increased by climate change as it causes more frequent and extreme rainfall.

Infrastructure and economic incentives to reduce vulnerability to drought in Segura and Tagus basins

The Segura River Basin in the south east of Spain suffers from a structural condition of water scarcity and drought occurrence. For decades, the focus for dealing with this condition has been placed on instrumental objectives such as increasing water transfer facilities (i.e. Tagus Segura Water Transfer, a major diversion project), developing alternative sources (i.e. desalination and reuse) or making use of water in a more technically efficient way (i.e. irrigation modernization).

A transboundary depoldered area for flood protection and nature: Hedwige and Prosper Polders

The Hedwige-Prosper polders project is part of the Belgian Sigma Plan: this integrated plan is reinforcing dikes and quay walls and opening flood areas to protect land along the Scheldt Estuary and the upstream basin against floods. In this specific project, the outer defences of the Hertogin-Hedwige (hereinafter referred to as Hedwige) and the Prosper polders – low lying areas of reclaimed land are being removed, reopening these areas to the tides.
