Financing climate action: opportunities and challenges for local and regional authorities

One of the main difficulties local and regional authorities face when implementing climate and energy actions in their areas is the lack of adequate financial resources. Such challenge is even bigger when climate adaptation measures are concerned, mainly due to the need to clearly define the related concepts and actions. To overcome budgetary and capacity constraints, sub-national governments have to make use of a wide array of funding opportunities coming from different sources (public, private, international, blended capitals etc.).
This publication is a result of the conference "Financing climate action at local regional level: funding opportunities for the adaptation challenge" and it aims to help regions and cities define the boundaries of the climate adaptation concept and provide information on a number of financing instruments that can help them implement climate adaptation actions.
